Manitoba Provincial Nominee Program (MPNP)


Manitoba is a Canadian province bordered by Ontario to the east and Saskatchewan to the west. The Entrepreneur Pathway (EP) allows Manitoba to recruit and nominate qualified business people from around the world who have the intent and ability to move to Manitoba and establish, purchase a business or become partners in an existing business after arrival in Canada on a temporary work permit.

 

Eligibility Requirements (Minimum):

1.     Education: Have a minimum Canadian high school certificate equivalent;

2.     Language Proficiency: Score 5.0 in each band of IELTS (CLB 05);

3.     Net worth: Have a minimum verifiable personal net worth of CAD $500,000;

4.     Business Experience: Have a minimum of 3 years of full-time work experience in the past 5 years either as an active business owner or working in a senior management role of a successful business;

5.     Ownership: Business owners must have minimum one-third (33.33%) ownership to qualify;

6.     Investment: The minimum investment is $250,000 CAD for businesses situated in the Winnipeg Metropolitan Region and minimum $150,000 CAD if a business is situated outside of the Winnipeg Metropolitan Region;

7.     Business Plan: The details of Business Investment must be presented in a business plan, which is an integral part of the application;

8.     Job Creation: The proposed business must create or maintain at least one job for a Canadian Citizen or permanent resident in Manitoba (excluding owners of the business and their close relatives);

9.     Exploratory Visit: Exploratory visit to Manitoba and assess business opportunities for business investment or proposal. The business research must be no more than one year prior to the submission of EOI;

 

Eligibility Requirements (Preferred):

10. Adaptability: Points will be allocated to you if:

Spouse has IELTS (minimum CLB 5),

You or your spouse have a close relative in Manitoba,

Your child enrolled in the educational institute in Manitoba (at least six months prior to application submission);

You or your spouse have past education (at least one year of post-secondary education) in Manitoba;

You or your spouse have completed at least six months of continuous full time employment in Manitoba (reference letter from employer must be provided).

 11. Age: There is no minimum or maximum age. Ranking points are allocated to candidate between 25 to 49 years of age.

 

Application Process:

Step 1: Assessment of ILCB;

Step 2: Exploratory visit to Manitoba (MPNP) to learn about business opportunities for business investment or proposal;

Step 3: Submission of Expression of Interest (EOI) including the following:

Business Concept Form

Self-Assessment Form

MPNP Code of Conduct;

Step 4: Receive Letter of Advice to Apply (LAA) including Business Concept Code and submit a complete application to MPNP by mail or in person;

Step 5: Business application assessment by Business Immigration Officer (BIO). The officer may invite to attend an interview during the assessment process;

Step 6: After approval, sign a Business Performance Agreement, received a letter of confirmation and a work permit support letter and submit Work Permit to IRCC;

Step 7: Obtain work permit, move to Manitoba to execute your propose Business Plan, set up processes and functions for a successful operation, connect with external business support agencies based on the specific business start-up plans. MPNP Business Immigration Officers can provide you the above general guidance for your assistance;

Step 8: First Business progress report to MPNP within six (06) months of the date of arrival;

Step 9: Final Business progress report to MPNP no later than 20 months after the date of arrival;

Step 10: Receive Nomination by MPNP (If MPNP is convinced that you have successfully fulfilled all the terms and conditions of your BPA);

Step 11: Apply for Permanent Residence to IRCC.

 

Note: After receiving an invitation (LAA), you have four months (120 days) to submit your complete application to Manitoba. After receiving letter of confirmation & work permit support letter (letters will be valid for 90 days), you will have 12 months from the date of work permit support letter issuance to arrive in Canada with valid work permit. Arrival report to BC PNP within 30 days of the arrival.
