British Columbia Entrepreneur Immigration Program Base Stream

There are four key components to the Entrepreneur Immigration Base stream process: preparationregistrationapplication, and decision. 

 

Eligibility Requirements

  • Experience: At least 3+ years of experience as a business owner-manager, OR, 4+ years of experience as a senior manager, OR, a combination of 1+ year of experience as a business owner-manager and 2+ years of experience as a senior manager;
  • Net Worth: Minimum CAD $600,000;
  • Business Proposal: Must submit a business proposal to establish a new business or purchase of an existing business in B.C.;
  • Ownership percentage: Minimum one-third (33.33%);
  • Investment Requirements: Minimum CAD $200,000;
  • Job creation: Must create at least one full-time job for a Canadian citizen or permanent resident;
  • Location: Anywhere in British Columbia;
  • Partnership: Partner with BC PNP co-registrant or with a local business/person is allowed;
  • Registration scores: Total 200 points (120 points for self-declared section; 80 points for business concept). Minimum qualifying score is 115 points. Registrations are scored within 06 weeks;
  • Net worth verification: Must obtain a net worth verification report (from a BC PNP authorized accounting firm) if you are invited to apply;
  • Interview: Required for Approval;
  • Residency: Must reside in British Columbia and manage day-to-day business operation at least 75% of the time while on a work permit (457 days out of 610 days/ 15 months in 20 months, while operating your business). You must demonstrate that your intention to reside within 50 kilometers of the business you intent to operate;


Adaptability Factor:

  • Language proficiency: IELTS score 4.5 in listening and 4.0 in rest of the bands (CLB 04);
  • Education: Have a post-secondary credential, OR, experience as an active business owner-manager for at least 3 years in the last 5 years with 100% ownership in the business;
  • Age: 35 to 44;
  • Canadian work experience: Minimum 1 year;
  • Exploratory Visit: Strongly recommended;

  

Application Process:

Step 1: Assessment of ILCB;

Step 2: Exploratory visit to BC to learn about business opportunities, local market, and best community to establish business;

Step 3: Registration to the BC PNP (Registrations are typically scored within four weeks);

Step 4: Receive Invitation and submit a complete application to BC PNP along with:

  • A net worth verification report from a BC PNP authorized accounting firm;

Step 5: Interview required (in person) in Vancouver. Applicant must be able to present to discuss details of his/her application;

Step 6: After approval, sign a Performance Agreement, received letter of support/ confirmation and submit Work Permit to IRCC;

Step 7: Obtain work permit, move to BC to implement Business Plan, make investments, create jobs, actively manage business and satisfy the terms & conditions as per the signed performance agreement. Spouse may apply for an open work permit to IRCC;

Step 8: Business progress report to BC PNP in every six to eight (6 to 8) months;

Step 9: Final business progress report to BC PNP for Nomination between 550 to 610 days, approximately 18 to 20 months;

Step 10: Receive Nomination by BC PNP;

Step 11: Apply for Permanent Residence to IRCC.


Note: After receiving an invitation, you have four months (120 days) to submit your complete application to BC PNP. After receiving Letter of Support, you have 90 days to submit a work permit and must arrive in B.C. within 12 months of receiving your work permit and arrival report to BC PNP within 60 days.
