Newfoundland and Labrador Provincial Nominee Program (NLPNP) - International Entrepreneur Category

The International Entrepreneur Category of the NLPNP is an immigration program for experienced business owners or senior business managers who wish to start or acquire a business in Newfoundland and Labrador and who intend to provide active and ongoing participation in the day-to-day management and direction of a business. The key feature of the International Entrepreneur Category is that it is a temporary to permanent residence program. Approved applicants must operate and actively manage a business in Newfoundland and Labrador on a work permit for at least one (1) continuous year before being nominated for permanent resident status in Canada.


Eligibility Requirements (Minimum):

  • Age: 21 years to 59 years;
  • Exploratory Visit: All prospective International Entrepreneur applicants applying from outside the province must conduct an initial exploratory visit to Newfoundland and Labrador prior to submitting an official application;
  • Education: Minimum of Canadian high school diploma or equivalent foreign credential verified by an Education Credential Assessment (ECA) taken in the last five (5) years;
  • Language Proficiency: Minimum score of 5 on the Canadian Language Benchmark (CLB) in speaking, listening, reading, and writing in English or French (CELPIP, IELTS, or TEF);
  • Work Experience: Have at least 2 years’ experience actively managing and owning a business (25 per cent minimum ownership) in the last five (5) years OR 5 or more years’ experience in a senior business management role in the last ten years;
  • Net Worth: At least CAD $600,000 in unencumbered net business and personal assets that can readily be transferred to Canada;
  • Investment: Be able to invest at least CAD $200,000 of their own money to establish a business in Newfoundland and Labrador with a minimum ownership of 33.3 per cent, or CAD $1 million in equity investment;
  • Business Establishment: The applicant must provide active and on-going participation in the day-to-day management and direction of the business;
  • Residency: Must live in Newfoundland and Labrador while owning and actively managing the local business for minimum 12 months.

  • Economic Benefit: Applicants intending to support regional economic development or focus on high-demand industries (e.g., Agriculture, Aquaculture, Technology, Natural Resources) will receive priority consideration;
  • Adaptability: Points are awarded for relatives in Newfoundland and Labrador or previous work experience in the province.

 

Application Process:

Step 1: Assessment of ILCB;

Step 2: Review the Eligibility Criteria;

Step 3: Submission of Expression of Interest (EOI);

Step 4: Invitation to Apply from OIM and Submit Complete Application;

Step 5: Submit Complete Application Package:

  1. Business Establishment Plan,
  2. Net Worth Verification Report;

Step 6: In-person Interview;

Step 7: Business Performance Agreement, International Entrepreneur Approval Letter;

Step 8: Submit Work Permit to IRCC within two months of receiving the International Entrepreneur Approval Letter;

Step 9: Arrive in Newfoundland and Labrador within six (6) months of approval letter and start operating business within six (6) months of arrival

Step 10: Operate and actively manage business for at least one year, then submit Nomination Request Form and Review Engagement/Special Purpose Report.

Step 11: Receive Nomination from OIM;

Step 12: Apply for PR application to IRCC.
