Eligibility Requirements
- Exploratory visit: Contact community to arrange for an exploratory visit. Meet with designated community contact person, request and obtain a referral before registering;
- Experience: At least 3+ years of experience as a business owner-manager, OR, 4+ years of experience as a senior manager, OR, a combination of 1+ year of experience as a business owner-manager and 2+ years of experience as a senior manager;
- Net Worth: Minimum CAD $300,000;
- Business Proposal: Must submit a business proposal to establish a new business in B.C., referred by the enrolled community;
- Ownership percentage: Minimum (51%);
- Investment Requirements: Minimum CAD $100,000;
- Job creation: Must create at least one full-time job for a Canadian citizen or permanent resident;
- Location: Participating communities;
- Partnership: Partner with BC PNP co-registrant is not allowed but with a local business/person is allowed;
- Registration scores: Total 200 points (140 points for self-declared section; 60 points for business concept). Minimum qualifying score is 105 points. Registrations are scored within 04 weeks;
- Net worth verification: Must obtain a net worth verification report (from a BC PNP authorized accounting firm) if you are invited to apply;
- Interview: Required for Approval;
- Residency: Must reside in British Columbia and manage day-to-day business operation at least 75% of the time while on a work permit (275 days out of 365 days/ 9 months in 12 months, while operating your business);
Adaptability factor:
- Language proficiency: IELTS score 4.5 in listening and 4.0 in rest of the bands (CLB 04);
- Education: Have a post-secondary credential, OR, experience as an active business owner-manager for at least 3 years in the last 5 years with 100% ownership in the business;
- Age: 25 to 64;
- Canadian work experience: Minimum 1 year to 2 years or more;
Application Process:
Step 1: Assessment of ILCB;
Step 2: Exploratory visit to BC and meet with designated community contact person, request and obtain a referral;
Step 3: Registration to the BC PNP (Registrations are typically scored within four weeks);
Step 4: Receive Invitation and submit a complete application to BC PNP along with:
- A net worth verification report from a BC PNP authorized accounting firm;
Step 5: Interview required (in person) in Vancouver. Applicant must be able to present to discuss details of his/her application;
Step 6: After approval, sign a Performance Agreement, received letter of support/ confirmation and submit Work Permit to IRCC;
Step 7: Obtain work permit, move to BC to implement Business Plan, make investments, create jobs, actively manage business and satisfy the terms & conditions as per the signed performance agreement. Spouse may apply for an open work permit to IRCC;
Step 8: Business progress report to BC PNP in every six to eight (6 to 8) months;
Step 9: Final business progress report to BC PNP for Nomination between 366 to 610 days, approximately 12 to 20 months;
Step 10: Receive Nomination by BC PNP;
Step 11: Apply for Permanent Residence to IRCC.
Note: After receiving an invitation, you have four months (120 days) to submit your complete application to BC PNP. After receiving Letter of Support, you have 90 days to submit a work permit and must arrive in B.C. within 12 months of receiving your work permit and arrival report to BC PNP within 60 days.
